Car trouble in Hartford

When heavy snow is predicted, the mayor may declare a snow emergency parking ban. All on-street parking is then prohibited citywide, and cars left on the street are ticketed and towed. Blue lights at 16 major intersections turn on six hours before a ban takes effect.

Residents without off-street parking may use Blue Light Lots such as 130 Sisson Avenue, lots at Colt, Elizabeth, Goodwin and Keney parks, and most Hartford Public Schools lots. Cars must leave Blue Light Lots within four hours after the ban lifts, and school lots within two. If your keys are locked in a car on the street when the blue lights come on, say so in your request; in a ban lot, give the lot address or park name.

Local rules worth knowing

Hartford's Rental Licensing Program, in Hartford Municipal Code Sections 18-20 through 18-30, requires a rental license for each residential building with three or more units. Section 18-20(A) exempts owner-occupied buildings with three or fewer units and certain condominium and housing authority properties. Non-owner-occupied three-unit buildings, the last group phased in, apply from July 1 through October 31, 2026.

A license lasts up to four years (Section 18-29), requires housing and fire code inspections, and replaces the Certificate of Apartment Occupancy. Under Section 18-24, the application must name a person responsible for emergency response at the property who can be reached at any time, so a tenant locked out can ask the landlord who that contact is.
