What counts as urgent

• A child, pet or person needing help is locked inside or out: call 911 first.
• After a break-in, call the police first and leave the scene as it is until they say otherwise. Once they finish, an emergency locksmith request can address a damaged door or lock.
• A storm has left a door or frame so that it will not latch.
• Keys were lost or stolen together with something that shows your address.

Storms and coming home

Hurricane Hazel in 1954 was the worst in the city's history. After a storm, Horry County reopens evacuated areas in three levels, and residents are allowed back at Level III. Their identification may include a government-issued photo ID that shows the property's location. Out-of-state owners must show that ID plus a current document such as a utility bill, deed or property tax bill. Seasonal owners do well to keep those papers with a spare key, not inside the house. If you come home to a door that will not secure, say so in your request.

Charges after a declared emergency

During a state of emergency declared by the Governor, section 39-5-145 of the South Carolina Code makes it unlawful to sell a commodity, defined to include services, at an unconscionable charge in the declared area: one that grossly exceeds the average of the 30 days before the declaration without added costs or market trends to explain it.
