Homes and locks in Los Angeles

Los Angeles has 35 Historic Preservation Overlay Zones (HPOZs), where all exterior work, including alterations, gets additional City Planning review. Check with City Planning before replacing an exterior door there; to keep an original door working, see lock repair.

• Angelino Heights became the first HPOZ in 1983. Its 1300 block of Carroll Avenue has the city's highest concentration of 19th-century Victorian homes.
• Highland Park-Garvanza, the largest HPOZ, has about 4,000 structures in styles from the 1880s through the 1940s, many of them Craftsman.
• Hancock Park has 1920s Period Revival houses whose side driveways generally pass through a porte cochere to a rear garage, so one request may involve a front door, side door and garage.
• Van Nuys lots were cut deep in the 1920s for poultry farming, with chicken houses at the rear. Mention any rear structure that needs a key.
• Stonehurst in Sun Valley has 92 homes, many built of river rock from 1923 to 1925, often on animal-keeping lots where gates matter too.
• Balboa Highlands in Granada Hills, built from 1962 to 1964, is the only Eichler development in Los Angeles County, with homes opening onto atriums through sliding-glass doors.

Businesses and buildings

South Broadway, from Second Street to Olympic Boulevard, is a National Register district with twelve theaters built from 1910 to 1931. Almost all of its department store buildings were converted to offices or housing, so one address may have a storefront, a residential lobby and a service door.

The Arts District, between Alameda Street and the Los Angeles River, grew around warehouses built for citrus shipping. The city's 1981 Artist-in-Residence ordinance allowed residential use of industrial buildings, and many became live/work lofts. See commercial locksmith.

Car trouble in Los Angeles

• Under California Vehicle Code 22651(k), the city can cite or tow a vehicle parked in one place over 72 consecutive hours, with no sign required and no exception for placards or permit districts. If a car waits on the street for a car key replacement, that clock keeps running.
• Disabled person and veteran placards are not exempt from street cleaning restrictions (LAMC 80.69(B)). For a car lockout, note the sweeping time on the block.
• A car blocking any part of a driveway, including the apron, may be towed.

Local rules worth knowing

Security hardware. Chapter 67 of the Los Angeles Building Code sets minimum security standards for openings in Group B, F, M, S and R occupancies.

• Section 6709.2: in residential buildings, a single swinging door needs a deadbolt and a deadlocking latch, key-operated outside and openable inside without a key. Deadbolts need hardened inserts; a straight deadbolt needs a 1-inch throw.
• Section 6710: sliding glass doors need locking devices and a device in the upper channel that stops the panel being lifted out.
• Section 6706: residential entry doors must give a view outside without opening, such as a door viewer.

Tenant Anti-Harassment Ordinance. Ordinance 187109 (effective 2021, amended by Ordinance 188416 in 2024) covers all residential tenants in the city, rent-stabilized or not. It bars landlords, when acting to harass, from removing housing services, failing to make timely repairs or abusing the right of access. LAHD advises requesting repairs in writing.
