Homes and locks in San Diego

Uptown courts. A City of San Diego historic survey of Uptown, which includes Mission Hills, Bankers Hill, Hillcrest and University Heights, counted 147 bungalow and apartment courts. A typical bungalow court is six to ten small houses around a shared garden; an apartment court is one- or two-story attached units around a courtyard, most often L- or U-shaped. Both were popular from the 1920s through the 1950s. For a cottage in a court, give the unit number and say whether a gate stands between it and the sidewalk.

North Park. The Dryden Historic District covers six blocks of 28th Street and Pershing Avenue between Upas and Landis streets. Its 136 homes run from late Victorian and Craftsman to Spanish Revival and early California Ranch, with a period of significance from 1912 to 1941. A replacement lock for a door that old should fit the cutouts already in the wood, so say whether the door is original.

Clairemont. Around 1950, Lou Burgener and Carlos Tavares started what The Journal of San Diego History calls the city's largest post-war subdivision, on winding streets above Mission Bay. The first 500 homes came in 20 floor plans, and several thousand houses, duplexes and apartments followed within a few years. Keys from earlier owners of a house that age may still work, so consider lock rekeying after a purchase.

Businesses and buildings

The Gaslamp Quarter Historic District covers 38 acres downtown, from Broadway to Harbor Drive and from 4th to 6th Avenue. Many of its more than 90 historic buildings, most from the Victorian era, now hold restaurants, shops, nightclubs and entertainment venues. A building that old may have street, rear and upstairs doors on different keys, so list every door when you ask for commercial locksmith work.

Car trouble in San Diego

San Diego Municipal Code 86.0137(g) bans storing a vehicle on any street and treats a vehicle as stored once it has been left standing for 72 consecutive hours without moving more than 1/10 of a mile. The subsection lists no exception for a lost or broken key.

• If a car sits at the curb while you arrange car key replacement, note when it was last moved.
• For a car in a garage near the Gaslamp or Petco Park, one block away in East Village, give the garage name, level and space.

Local rules worth knowing

San Diego's Residential Tenant Protections (Municipal Code Chapter 9, Article 8, Division 7), effective June 24, 2023, add to state and federal tenant rights:

• 98.0704: a landlord needs just cause, at-fault or no-fault, to end a tenancy.
• 98.0706(c): a no-fault termination requires relocation assistance equal to two months' rent, or three for a senior or disabled tenant, paid directly or as waived rent.
• 98.0705: landlords of covered rentals must give tenants written notice of these protections and the Tenant Protection Guide.
• 98.0703: exemptions include short-term residential occupancy, housing issued a certificate of occupancy within the previous 15 years and some owner-occupied homes.

When a San Diego rental turns over, rekeying before the next move-in keeps the departing tenant's copies from working.
