Keys that leave with every move

Every move-out, sale or change of contractor is a chance for a key to stay with someone who should no longer have it. Lock rekeying changes the pins inside the existing cylinder so old keys stop working, while the lock body, trim and door stay in place. It suits hardware that works well but whose key history is unknown.

In Syracuse, tenancy changes are common: according to CNY Vitals, the city has more than 10,000 more renter-occupied homes than owner-occupied ones. A new tenant is a routine reason to rekey.

Syracuse rental rules and your doors

Under the Syracuse Property Conservation Code, Chapter 27, Article 9 (Rental Registry), a one- or two-unit rental that is not owner-occupied needs a Rental Registry Certificate. An owner who lives there year-round is exempt; an LLC-owned property is not. A certificate lasts three years, renewal is due at least 45 days before it expires, and the property must pass interior and exterior inspections. The checklist covers exterior doors, including their hinges and locks. Rentals with three or more units fall under a separate Certificate of Compliance, inspected every three years.

Rekey between tenancies, not during one. Real Property Actions and Proceedings Law § 768 covers changing an occupant's entrance lock without giving them a key, once the occupant has a lease or has lawfully lived there for at least 30 consecutive days. This is general information, not legal advice.

Listing what to rekey

  • New owners: every exterior door, plus any door from a garage or basement. You cannot know how many copies the last owner handed out.
  • Two-unit landlords: each unit entry, the shared front hall door and the back door, with a note on which should share one key.
  • Failing hardware: a loose cylinder or a latch that will not catch needs lock repair, not only new keys.
