Syracuse housing is old. CNY Vitals, citing Census data, reports that 43 percent of the city's occupied housing was built in 1939 or earlier, and that renter-occupied units outnumber owner-occupied ones by more than 10,000.

The city officially recognizes 26 neighborhoods, and they differ a lot:

• Sedgwick Farms, on the northeast side, has many large, architecturally distinct older homes. Strathmore, on the southwest side, has several buildings on the National Register of Historic Places.
• The west side, including Tipperary Hill, was traditionally settled by Irish, Polish and Ukrainian Americans.
• Eastwood calls itself "the village within the city," and Little Italy is part of the Near Northeast neighborhood.
• University Hill has seen the most growth of any Syracuse neighborhood, driven by expansion at Syracuse University and Upstate Medical University. In Westcott, just to the east, single-family homes and two-unit apartments make up most of the housing.

Car trouble in Syracuse

Syracuse uses odd/even street parking so plows can clear streets curb to curb in winter. From 6 p.m. on an odd-numbered day to 6 p.m. on an even-numbered day, cars may park on the odd-addressed side; at 6 p.m. they switch to the even side. Violators may be ticketed or towed by the Syracuse Police Department.

From November 1 to April 1, on specially signed blocks in parts of downtown, overnight on-street parking alternates and is limited to one side so plows can clear between 10 p.m. and 6 a.m.

Under the Syracuse Property Conservation Code, Chapter 27, Article 9 (Rental Registry), one- and two-unit rentals that are not owner-occupied need a Rental Registry Certificate. Certificates expire three years after they are issued, owners must renew at least 45 days before expiration, and the property must pass both an interior and an exterior inspection.
