Rochester's housing is old and mostly small-scale. A 2022 City housing task force report found that nearly half of the city's housing units date from before 1940, 90 percent are older than 1978, and single-family through four-family houses hold 64 percent of all units.

• 19th Ward (southwest, bordered by Genesee Street, West Avenue and the Erie Canal) is known for homes with gumwood trim, leaded glass and open porches. Car trouble in Rochester

The City's winter and snow parking rules decide where cars can sit:

• Vehicles may not stay parked on any city street for more than 12 hours, except where alternate parking rules apply.
• Under the Plowing Day Parking Restriction, parking is allowed on the even-numbered side only until 7 p.m. on Tuesday, Thursday and Saturday, and on the odd-numbered side only on Sunday and until 7 p.m. on Monday, Wednesday and Friday.
• A Snow Emergency bans parking on Snow Emergency Routes. A Parking Emergency restricts parking on announced residential streets so crews can clear them curb to curb.

Local rules worth knowing

• Certificate of Occupancy. Owners of properties that must have a Certificate of Occupancy under Section 90-16 of the City Code must also register a property maintenance point of contact with the City. For a housing problem, the City's FAQ tells tenants to call the property owner first, then their Neighborhood Service Center.
• Preservation review. Under City Code Section 120-194, the Rochester Preservation Board must issue a Certificate of Appropriateness before a permit can be issued for non-maintenance exterior work on landmarks and preservation district properties. Its design guidance covers doors and storefronts and says historic doors and details such as leaded glass, fanlights and sidelights should be repaired and restored rather than replaced. Replacing a door or altering a storefront entrance can need approval, so check with the City first.
