What makes a lock problem urgent

Many lock problems can wait. These usually cannot:

  • someone is locked out in heat or cold, or someone who needs care is locked in
  • a door was forced in a break-in and no longer locks
  • an outside door lock has failed and the property cannot be secured for the night
  • a storm has damaged a door or frame so it will not latch

Weather raises the stakes. NOAA describes very warm, humid summers and moderately cold winters, and says a storm at hurricane intensity reaches the state about once every three years. Cold-air damming against the Appalachians can bring winter storms, and wind, falling limbs and ice can leave a door that will not close.

Safety first

If a person or pet is trapped, or anyone is hurt, call 911. After a break-in, leave if you think someone may still be inside, call the police first and let them see the scene before anyone repairs a door or window. Photograph the damage for the report and any claim; securing the opening comes after the police are done.

A building closed by city order is a separate case: Greensboro Code Section 11-39.1 requires its owner to keep it closed and secure.

After a declared emergency

After a declared state of emergency, or an abnormal market disruption declared by the Governor, G.S. 75-38 prohibits knowingly charging an unreasonably excessive amount for goods or services used as a direct result of the emergency or to protect people and property. Ask for the total in writing before work starts and keep the invoice. The North Carolina Department of Justice prefers online complaint forms, and its form for excessive charges opens only during a state of emergency. This is general information, not legal advice.

What to include

In an urgent request, put the basics first:

  • the address and which door or window is involved
  • what happened: lockout, break-in, broken lock or storm damage
  • whether police have been called, and a report number if you have one
  • whether anyone is inside or waiting outside in the weather
