Dilworth opened in May 1891, two days after Edward Dilworth Latta's Charlotte Street Railway Company began running the city's first electric streetcar. Its houses are mostly bungalows, with the occasional Queen Anne and some larger Colonial Revivals along Dilworth Road East and West. Plaza Midwood followed in 1910 as another streetcar suburb, and the area along The Plaza and Thomas Avenue became a local historic district in 1992.

NoDa, about two and a half miles northeast of Uptown, lies in the North Charlotte mill neighborhood begun in 1903. Highland Park Mill No. 3 was its first mill, and worker housing went up across North Davidson Street from the mill.

Uptown's Fourth Ward, north of Trade and Tryon, is mostly residential and an official historic district with many Victorian homes. For a request there, say whether the locked door is your own or a shared lobby or garage entrance.

Businesses and buildings

Trade and Tryon split Uptown into four wards. For a suite in a tower such as the 871-foot Bank of America Corporate Center at 100 North Tryon, name the tower and say whether the problem is your suite door or the building's entry.

East Boulevard, Dilworth's main thoroughfare, is lined with restaurants, offices and shops, many in renovated homes, so a business there may have a house-style front door. Car trouble in Charlotte

Uptown holds Bank of America Stadium, Spectrum Center and Truist Field. For a car lockout on a game night, give the deck or lot name and nearest cross streets.

Charlotte City Code Chapter 6, Article XI regulates towing from private parking lots, which Sec. 6-561 defines to include apartment and condominium parking. Sec. 6-563 requires signs at each access or curb cut listing the maximum fees and the storage facility's name and address. Under Sec. 6-565, a hooked vehicle not yet removed must be released on request once the posted fees are paid, the owner may retrieve personal property, and the storage lot must be inside city limits. Between 7 a.m. and 7 p.m., a tow also needs the lot owner's or agent's signed authorization and a police complaint number.

Local rules worth knowing

Charlotte's housing code, Sec. 11-77(o), requires operable locks on all doors giving access to a home, and the owner or operator must provide a change of locks or keys for new tenants. Lock rekeying changes the keys while the lock stays on the door. Sec. 11-78(g) requires operable locks on outside doors and windows. Sec. 11-45(e)(11) counts a missing operable lock, or no lock or key change for a new tenant, among conditions that make a unit imminently dangerous.

In a local historic district such as Plaza Midwood's, UDO Section 14.2.D requires the owner to contact Historic District Commission staff before altering a building's exterior, and Section 14.2.E counts the type and style of doors among exterior features. Under 14.2.H, ordinary maintenance or repair that does not change design, material or outer appearance is not restricted.
