Humid air, swollen doors and stiff locks

NOAA describes North Carolina's climate as humid. Wooden doors and frames take on moisture in damp months and release it when the air dries, so a door can swell or shrink until the bolt drags on the strike plate. Section 11-41(d) of Greensboro's Housing Code, following G.S. 42-42(a)(8), treats a dwelling as immediately dangerous if it lacks operable locks on all doors leading outside, or lacks operable locks on all ground-level windows. The statute gives the landlord a reasonable time to remedy that after learning of it, and lets the landlord recover the cost from a tenant who caused the damage.

Under Section 11-41(c), when such a condition threatens occupants and is not the occupant's responsibility under Section 11-9, the Minimum Housing Standards Commission may direct the city to repair it after at least 72 hours' notice to the owner, with the cost becoming a lien on the property.
