Locked out on a Durham street

Durham's Controlled Parking Residential Area (CPRA) program dates from 1991, when the City Council responded to complaints about student parking near Duke University and North Carolina Central University. In Areas A through E, posted limits are two hours between 8 a.m. and 5 p.m., Monday through Friday, unless the car has a permit. Area F is restricted from 6 p.m. to 2 a.m., seven days a week. Since January 1, 2016, the plate number has served as the permit ID in place of a decal.

If you are locked out on a weekday in Areas A through E and have no permit, the two-hour limit keeps running while you wait. Read the posted sign, and tell whoever you contact that the car is on a CPRA block. Elsewhere in the city, look for posted limits wherever the car stands. NOAA describes very warm summers, and a closed car gets far hotter inside than the air outside, so a child or pet should never be left in one. If a child or pet is inside a locked car, call 911 first and do not wait for a locksmith.
