Why timing matters for a locked car in Kenosha

In winter, a car you cannot get into may also be a car you are required to move. The city's snow emergency rules call for a declaration when 4 inches or more of snow is expected or conditions make driving hazardous. Parking is then banned on all city streets, and violators face fines and towing.

The city gives notice at least two hours ahead through local media, its website, social media and AlertSense alerts. If you are locked out and a ban is about to start, say so in your request and include when it starts. Once a car has been towed, the lockout becomes a problem at the tow lot instead of on your street. This is general information, not legal advice.

Lots and lawns during a snow emergency

While an emergency is in effect, overnight parking is allowed in designated Downtown and Uptown lots, and residents may temporarily park on their front lawns. A locked car in one of those lots may sit among others that moved there the same night, so name the lot and say where in it the car is. On a front lawn, give the house address instead.

Cold, heat and safety

If a child or a pet is inside the car, call 911 first, in any season. A closed car gets hot in summer sun and cold in winter. If you are waiting outdoors in the cold, step into a nearby business or a friend's home rather than standing by the car, and keep your phone charged.

Do not try to force a door, window or trunk; bent frames and broken glass are harder to fix than the lockout itself.

Where the keys are: visible inside, in the trunk, or lost
Whether the engine is running
How you will show the car is yours once it is open, such as the registration inside plus your photo ID
