Car trouble in Kenosha

Once 2 inches of snow has fallen, parking is prohibited on posted snow routes. The city declares a snow emergency when 4 inches or more is expected or conditions make driving hazardous; parking is then banned on all city streets, and violators face fines and towing. Local rules worth knowing

Chapter XVI of Kenosha's Code of General Ordinances, the property maintenance code, sets lock standards in Section 16.18, subsections L to N:

• Main entrance doors into a dwelling unit need an approved door viewer unless a window in or beside the door gives a clear view.
• Doors into each dwelling and unit must be solid-core or insulated steel, with inside hinges or locking pin hinges.
• Those doors need a keyed deadbolt with at least a 1-inch throw, a key outside and a knob inside, and a strike plate held by screws at least 2 1/2 inches long.
• Sliding patio doors need an approved secondary lock, such as locking pins or a two-by-four of proper length.
• Exits must open from the inside without keys, special knowledge or effort, except in approved institutional settings.
• Openable windows need working locking devices, and building security locks and intercom systems must be kept in good working order.
