The wait outside is the risk
In most lockouts the house itself is fine and the weather is the problem. NOAA's Arizona summary calls Phoenix the hottest climate of all major U.S. cities, and it says the increase in nights with a minimum of 80°F or higher is seen statewide but is much larger in the Phoenix metropolitan area, so a summer evening lockout can still be a hot one.
Wait in a shaded or air-conditioned place, such as a store or a neighbor's home, while the door is sorted out. If a person or pet inside the house is in distress and cannot reach the door, call 911 rather than waiting.
When the landlord is the reason you are outside
A lost or forgotten key is one thing. A landlord who removes a tenant or shuts the tenant out is another. A.R.S. 33-1367 covers a landlord's unlawful ouster or exclusion of a tenant. The tenant may recover possession or end the rental agreement and, either way, may recover an amount up to two months' periodic rent or twice the actual damages, whichever is greater; if the agreement ends, the landlord must return the security that is recoverable. The section's wording is about removing and excluding tenants; it never names locks. Read this as an overview of the statute, not as legal advice.

The 2024 Census Bureau estimates count 363,791 owner-occupied homes in Phoenix and 267,479 renter households, and the difference shapes what happens at the door.

- the type of lock, and whether a spare key is with a neighbor, relative or property manager
- whether you own or rent, with a landlord or manager contact for a rental
- whether the lock was changed by someone else, and if so by whom
- whether a person or pet is inside, and whether 911 has been called if they are in distress
- whether ID or mail showing the address is with you
