A 2025 housing needs analysis for the city estimates that 43% of the city's housing units were built before 1940, against 29% for St. Louis County, and another 30% from 1950 through 1979. Hardware on doors that old may be original or long since replaced, which shapes the choice between lock rekeying and lock replacement.

The city's historic resources inventory of Lincoln Park, long known as the West End, describes:

• Mostly frame houses on a steep hillside, often set on stone foundations, with local bluestone (gabbro) at hand.
• Double houses and duplexes, most built between 1890 and 1910, in which each unit has its own doorway.
• "Row flats": groups of three to six units, usually brick with flat roofs, each unit with its own doorway. The study says Duluth's concentration of them may be unique among Minnesota cities.

On the 1800 and 1900 blocks of West Superior Street in Lincoln Park, the oldest surviving commercial buildings date from as early as 1886. Most are one to three stories, faced in brick, stone or terra cotta over large display windows, with flats or offices upstairs. Warehouses and factories along West Michigan Street often had storefronts on the main facade and loading bays and docks on the sides and rear. Car trouble in Duluth

Under City Code Sec. 33-97.8, except where signs say otherwise, vehicles on city streets must park on the side, odd- or even-numbered, designated for the week and switch sides the next week. Sunday from 4:00 to 8:00 p.m. is the changeover period. Sec. 33-85 separately bars leaving a vehicle on any street for more than 24 consecutive hours.

Duluth City Code Sec. 29A-36(b), in the housing and rental chapter, gives tenants a remedy: if a landlord fails to provide deadbolt locks required by law, the tenant may notify the landlord and the building official, who inspects and notifies the landlord of any violation. If the required deadbolts are still not provided within five days after the landlord receives that notice, the tenant may have the corrections made and deduct the cost from rent as provided in Sec. 29A-36(a).
