Why keys pile up in Erie

In East Bayfront, most homes are not owner-occupied. The 2020 East Bayfront Neighborhood Plan puts homeownership there at about 30 percent, and each move-out can leave keys behind: copies a past tenant made, a spare lent to a neighbor, a set a contractor never returned. Rekeying changes the pins inside each cylinder so those old keys stop working, while the lock bodies, handles and doors stay in place. It is the usual choice when the hardware itself is sound.

Rental rules and changes of ownership

Erie regulates rental housing in Article 330 (Landlord and Rental) of its codified ordinances. Section 330.03 requires a registration for each rental unit, and a new owner must seek one within 60 days of a sale or transfer. Under § 330.04, standard rental units are inspected at least once every two years, or every four years after two clean inspections, and short-term rentals every year.

A change of ownership is a natural time to rekey, because the seller, past tenants and any former manager may all hold keys. A short-term rental host can time a rekey with the yearly inspection, or after any stay that ends with a key missing. One key for the whole house

Detached houses make up most of Erie's housing, 59 percent in the 2024 Census estimates, and a detached house collects locks: front, back, side, basement and the door to an attached garage. A rekey is the moment to put them all on one key, as long as the locks share a keyway. Have each cylinder checked first; a seized or badly worn lock may need replacement rather than new pins.
