The Savannah Downtown Historic District was established in 1966, and the Chatham County-Savannah Metropolitan Planning Commission (MPC) calls it one of the oldest local historic districts in the country. Before replacing older lock hardware on a downtown door, ask whether it can be repaired or rekeyed. See lock repair.

The Victorian Historic District covers 45 city blocks developed from the 1860s to the 1920s, and the MPC calls it Savannah's first streetcar suburb. The Streetcar Historic District, formerly the Mid-City Historic District, is a separate local district established in 2005. The MPC ties its development largely to the electrification of Savannah's streetcar lines in 1888.

The MPC describes the newer Kensington Park-Groveland as a roughly 160-acre area south of the streetcar neighborhoods, built between 1950 and 1968, with ranch houses on large lots, live oaks, curving streets and cul-de-sacs. If a ranch house there has a front door, a carport door and a patio door, lock rekeying can put all of them on one key after a move.

Businesses and buildings

The south side of downtown River Street is lined with former cotton warehouses, the industrial rear portions of buildings that front Bay Street. Factors Walk sits on the middle level of a sloping bluff, with warehouses below it and Bay Street above. A single building can have doors on River Street, on Factors Walk and on the Bay Street side, at different heights. East River Street is now mostly restaurants, cafés and craft shops.

Among the newer buildings, the Hyatt Regency dates from 1980, and the Plant Riverside District, a large mixed-use development, opened at the west end of the street in 2020. When you request commercial locksmith work in this area, name the building, the street or walkway level of the door and whether it is a tenant door or a building entrance.

Car trouble in Savannah

For the St. Patrick's Day parade on Tuesday, March 17, 2026, the city said its parking garages would open to the public at 6 a.m., with monthly pass holders given exclusive access to their garages until 8 a.m. Residential decals were prohibited that day. Because of parade route closures, vehicles in some garages could not exit until the parade ended.

Local rules worth knowing

Downtown, Section 7.8 of the City of Savannah Zoning Ordinance (Savannah Downtown Historic Overlay District) applies, and the MPC says the Historic District Board of Review reviews all projects in that district.

In the Victorian district, Section 7.9 (Victorian Historic Overlay District) applies; in the Streetcar district, Section 7.11 (Streetcar Historic Overlay District) does. In both, the Historic Preservation Commission reviews demolition, new construction and other major projects, and preservation staff review all other exterior work. In Kensington Park-Groveland, the MPC says the Planning Commission reviews proposed demolition of contributing buildings.
