Snow emergencies and a locked car

In winter, a lockout in Springfield can turn into a towing problem. Under Section 79.30 of the Springfield Code of Ordinances, city officials may declare a snow emergency of up to 72 hours, and it can be extended. Parking is then prohibited on designated snow emergency routes, which include parts of 5th, 6th, 9th and 11th streets and North Grand, and each route must carry "SNOW EMERGENCY" signs no more than 500 feet apart. A car left on a route can be cited and impounded, and its owner pays the towing, storage and administrative fees whether or not notice reached them, unless the spot was not properly marked. If your car is locked on one of those streets during a declared or announced emergency, put that first in your request, with the time the ban starts.

Describing where the car is

Downtown streets are numbered, so the street plus the nearest cross street usually pins down a spot. Near landmarks, add more:

By the State Capitol and its office buildings, name the building and the lot or street.
Around the Old State Capitol and its commercial square, say which side of the square.
Near the Prairie Capital Convention Center by the 10th Street rail line, say whether the car is in a lot or on the street.
In the Mid-Illinois Medical District, give the building and the entrance you used.

Heat, cold and safety

If a child or pet is in the car, call 911 now and do not wait for a locksmith. A closed car gets dangerously hot in summer and dangerously cold in winter. If the engine is running in an attached garage, open the garage door and keep people and pets out until it is off.
