Homes and locks in Annapolis

Annapolis grew outward from its Historic District on Spa Creek. Between 1951 and 1961 it annexed Eastport, Parole, West Annapolis and the other areas along Forest Drive and Bay Ridge Road.

Downtown, the city's historic district design manual says that the stoops along Pinkney Street mark each row house as its own dwelling. Across Spa Creek, the city's comprehensive plan pictures an Eastport house that could pass for a single-family home but holds three apartments. In a building like that, ask who holds keys to the shared entry and to each unit.

The plan notes that most of the city's residential neighborhoods contain only single-family homes. There, count every exterior door when you rekey after a move.

Public housing is built, owned and operated by the Housing Authority of the City of Annapolis, so residents should start there on unit locks.

Businesses and buildings

The design manual notes that modern storefronts with large sheets of glass and aluminum doors have replaced many historic storefronts on the city's major retail streets. The plan aims to add apartments above retail in the Historic District each year through 2040, putting a shop door and a residential entrance in one building.

West Street (MD 450) and Forest Drive are the city's roughly parallel commercial corridors, and the plan names the West Annapolis Shopping Center one of twelve large infill sites that may be redeveloped. Car trouble in Annapolis

Annapolis handles snow emergencies in phases. In Phase II (more than 4 and up to 8 inches), parking is banned on emergency snow routes, and cars left there risk towing and impound. In Phase III (more than 8 inches), all vehicles are barred from city streets except snow equipment, emergency vehicles and others the mayor authorizes. If a car lockout strands you on a snow route, say so in your request. In a city garage such as Gotts, Knighton or Hillman, note the garage and level.

The plan calls the City Dock area the most vulnerable to flooding and storm surge, with Eastport second, and notes routine nuisance flooding downtown. If a car sat in floodwater and its locks stick afterward, mention that.

Local rules worth knowing

Under City Code section 21.56.040, exterior changes to structures in the historic district require a certificate of approval from the Historic Preservation Commission. The design manual says the commission reviews replacement of doors and windows, and that historic doors "shall be preserved in place" unless documentation justifies replacement. A replacement must duplicate the historic unit in design, dimensions and materials.

For maintenance and repair (section 21.56.020), the commission's rules encourage owners to contact the Historic Preservation Division, whose chief decides whether an application is required. On an original door, a lock problem often calls for lock repair within the existing door.

Rentals, including apartments above shops and maritime businesses, need a city rental operating license renewed each year, and every rental is inspected once a year. The city's property maintenance guidance lists weather-tight exterior doors with working hinges and locks, and exits that are not blocked.
