City Center and its buildings

Vacant homes and Chapter 99

Chapter 99 of the city code, adopted December 14, 2011, covers homes in default. The mortgagee, meaning the lender, must inspect such a home, register it with the city within ten days if it is vacant (§ 99.05(A)), and renew the registration annually while it stays empty (§ 99.05(E)). Under § 99.07(B), securing the property means closing and locking windows, doors, gates and any opening a child could get through, and reglazing or temporarily boarding broken windows. A violation can be cited into Municipal Court as a petty misdemeanor. A lender in that position may need exterior locks changed and gates secured.

Turnover and key control

Staff leave, suites change tenants and contractors finish jobs, and keys tend to leave with them. After turnover, the usual step is rekeying the affected doors. A master key system lets managers carry one key while staff open only their own areas, and a restricted keyway limits who can copy keys. Keep a written log of who holds each key.
