Call 911 first when someone is at risk

Some lock problems are really medical, fire or police emergencies. When the city declares a Heat Health Emergency, it tells residents to call 911 if they think someone is having a medical emergency. A child or pet shut in a hot car, or a person overcome by heat behind a locked door, calls for 911 before a locksmith. Call 911 as well for a fire, a crime in progress or anyone trapped. After a break-in, call the police before touching the door, photograph the damage, and only then arrange to secure it.

What counts as urgent in Philadelphia

  • A release that will not open from inside. Window bars and door gates on a rowhouse are meant to release from indoors, keyless, so people can get out in a fire, per the Planning Commission's rowhouse manual. One that jams is a safety problem, not a cosmetic one.
  • A storefront gate stuck at a main exit. The city's EZ permit standard for security gates and grilles requires that a main-exit gate open from inside without a key while people are in the building. A gate that traps staff is urgent. This is general information, not legal advice.
  • A door that will not latch after a break-in. A forced frame or a damaged strike leaves a house or shop open overnight. Photograph the damage once the police have been called.
  • Being locked out in extreme heat. NOAA names extreme heat and humidity as a particular concern in Philadelphia. Say so in the request if the person outside lacks shade, water or needed medication.
