Children and pets come first

The city's Heat Health Emergency guidance warns that a parked car can reach unsafe temperatures in very little time. With a child or pet locked inside, dial 911 before you dial a locksmith. The same goes in winter for anyone who cannot get themselves out.

Where Philadelphia drivers get locked out

• Snow emergency routes. The city's 110 miles of these streets carry red signs lettered in white. During a declared snow emergency, the Department of Streets says cars left on them may be ticketed or towed. A lockout on one of these streets while an emergency is in effect is on a clock, so say so, and name the nearest cross street and which side the red signs are on. • Lower-level garages. In postwar Airlite rows such as those in Northeast Philadelphia, the rowhouse manual says a garage for one car at the lower level is typical. If the car is inside with the garage door down and the keys are in the car, say whether the garage can be opened from the house, and whether the car is parked in the garage or in front of it.
