Design Lansing, the city's 2012 comprehensive plan, found that 51% of Lansing's housing was built before 1960 and 65% is single-family detached. The oldest housing is in the northwest quadrant, the newest in the south.

The Cherry Hill Neighborhood Historic District, centered at Cherry and Hillsdale streets, holds 19th-century brick and clapboard Victorians, mostly Italianate and Queen Anne. It was part of the city's original plat, and the neighborhood once extended south to where I-496 now runs.

The plan places early-20th-century two-story Four-squares and Queen Annes east, west and south of downtown, and Tudor, Colonial Revival and Craftsman homes west of Martin Luther King Jr. Boulevard and south of Saginaw Street. Some have been converted to multifamily use; confirm which doors are shared before a lock is changed.

Farther out, the plan cites ranches and split-levels, mostly with attached side garages, on Waverly, Holmes and Miller roads, and ranch and Minimal Traditional homes with rear garages in Pleasant View/Risdale Park and Gier/Paulson Park. Businesses and buildings

Downtown's core is multi-story office, institutional and mixed-use buildings with shared side walls and no front setback. Old Town, REO Town and East Michigan Avenue have shared-wall, multi-story buildings built to the front property line, so count rear and upper-floor doors when planning lock work.

Car trouble in Lansing

Lansing Code Section 404.12 (Ordinance 1267, 2020) sets three snow emergency levels, announced on television and radio.

• Level 1: no parking downtown from 2 to 6 a.m., and all day on arterial, neighborhood and transit routes named in the declaration.
• Level 2: no parking downtown from 2 to 6 a.m., and none at any hour in the rest of the city.
• Level 3: no parking on city streets, 24 hours a day.

A block plowed along its full length on both sides drops out of the ban. Cars left on the street can be ticketed and towed immediately, and the owner pays removal and storage to recover them. Locked out on the street during a snow emergency? Say so in your car lockout request.

Local rules worth knowing

Under Lansing Code Section 1460.44, every rental except an owner-occupied single-family dwelling must be registered with the city within 30 days of being offered for occupancy. Under Section 1460.49, a rental may not be occupied without a certificate of compliance, and buildings with three or more rental units must display it in the front entrance area.

Section 1460.01 adopts the 2015 International Property Maintenance Code. For rented units, its Section 304.18 requires:

• A deadbolt with at least a 1-inch throw on unit entry doors, openable from inside without keys, special knowledge or effort; a sliding bolt does not count.
• A sash lock on operable windows within 6 feet above the ground or a walking surface that give access to the unit.
• Basement hatchways secured against unauthorized entry.
