Corktown, south of Michigan Avenue and west of the Lodge Freeway, was settled by Irish immigrants in the 1830s. Its first residents built detached homes and rowhouses in the Federal style, later joined by one- and two-story Victorian townhouses.

Brush Park, around Brush and John R streets, holds High Victorian houses built for the city's wealthiest citizens. In extreme weather the city may declare a snow emergency, letting police ticket and tow illegally parked vehicles on snow emergency routes so the streets can be plowed curb to curb. Local rules worth knowing

Detroit's rental rules sit in Chapter 8, Article XV, Division 3 (Requirements for Rental Property) of the 2019 Detroit City Code. City Council overhauled rental inspections in October 2024. Under Sec. 8-15-82, an owner must secure a Certificate of Compliance before a rental may be occupied and rent collected. A certificate runs three years and may be extended to five when it is approved for two consecutive periods before expiring.

Three of the 15 inspection points concern doors and windows:

• All windows designed to open are in working condition and have locks.
• All entry doors into individual dwelling units have a working lock, one that locks and unlocks without malfunctioning or excessive force.
• All rooms have proper egress, and at least one window in each bedroom does not have fixed bars.

Under Sec. 8-15-82(h), tenants of a rental without a certificate may pay rent into escrow under Sec. 8-15-86.
