Snow emergencies raise the stakes

A car lockout on a Lansing street in winter is also a parking problem. Lansing Code Section 404.12, adopted as Ordinance 1267 in 2020, sets three snow emergency levels, announced on television and radio:

Level 1 bans parking downtown from 2 to 6 a.m., and all day on the arterial, neighborhood and transit routes named in the declaration.
Level 2 keeps the 2 to 6 a.m. ban downtown and bars parking at any hour in the rest of the city.
Level 3 bars parking on all city streets, day and night.

During a declared emergency, cars left on the street can be ticketed and towed immediately, and the owner pays removal and storage to get them back. A block plowed along its full length on both sides drops out of the ban. If your car is on the street and a declaration is in effect or expected, say so first. Where Lansing drivers get locked out

Downtown. The 2 to 6 a.m. window applies here at Levels 1 and 2, so a car left overnight is exposed to it. Give the block, the side of the street and the nearest building entrance.
Shopping strips. South Cedar Street and Michigan Avenue carry strip malls and stand-alone retail and office buildings. Name the store nearest the car and the entrance you used.
At home. Say whether the car is in a driveway, a garage or on the street, and whether a garage is open.

Heat, cold and safety

A child or pet locked in a parked car is a 911 call, in July as much as in January. NOAA describes Michigan as having warm, humid summers and cold winters, and a shut car turns dangerous in either season.
