Car trouble in Kansas City

• Snow routes. Under city code Sec. 70-269(b), when snow removal will be needed, the city manager may declare a parking emergency; cars must then be off streets signed as snow routes within two hours.
• Cars left at the curb. Sec. 70-641 presumes a vehicle abandoned if left unattended on a street for more than 48 hours, or more than 10 hours on an interstate or freeway, and allows its removal at the owner's expense. If a lost key strands the car there, see car key replacement.
• Warming up the car. Sec. 70-251 requires an unattended car's engine stopped, ignition locked, key removed and brake set, but a remote starter used with the doors locked satisfies the engine part.

Local rules worth knowing

Healthy Rental Homes, Chapter 34, Article XIX. Owners need a city rental permit for each residential rental property (Sec. 34-832), except units rented only for periods under 30 consecutive days. Under Sec. 34-848.1(c), an owner may enter a tenant's home only with written consent, or during reasonable hours after at least 24 hours' notice stating the date, time, who will enter and why, with exceptions for extreme hazards and tenant abandonment.

Property Maintenance Code, Sec. 56-134 and 56-136. Every doorway from a dwelling unit into a common hall, stairway or the outside must have a door with hardware capable of ensuring security and privacy. Hinges and latches must stay in good condition, and every exit door must open easily from the inside, worth weighing before fitting a lock that needs a key indoors.
