Snow emergencies and a car you can't get into

Pittsburgh Code § 531.01 allows the mayor to declare a snow emergency. After a declaration, § 531.02 prohibits parking on streets designated and marked as snow emergency routes under § 531.04, and a vehicle left on one more than one hour after the declaration may be towed. A lockout on one of those streets is on a clock. Check the nearest signs, and put "snow emergency route" at the top of your request if the car is on one. A car in a driveway or garage is not parked on a route, but the same details still help, and in winter the person waiting matters as much as the car. Wait somewhere heated and give a number where you can be reached.

Safety comes first

If a child, a pet or anyone who can't get out is locked inside, call 911 now. Don't wait for a locksmith. A closed car can turn dangerously hot in summer sun and dangerously cold on a winter night.

Winter adds one more check. If the car was left running to warm up when the keys got locked in, keep the tailpipe clear of snow while you wait, since a blocked exhaust can push carbon monoxide into the cabin.

What to send with a car lockout request

• the exact address or the two nearest cross streets, and which side of the street the car is on
• for a garage or lot, its name, the level and any gate or ticket that affects entry
• whether the car is on a marked snow emergency route and whether an emergency has been declared
• year, make, model and color, and whether the keys can be seen inside
• whether the car uses a push-button start, and where the fob is
• that you can show photo ID, and whether the registration is inside the car
