What makes a lock problem urgent in Springfield

If the owner neither makes a good-faith effort to change them nor gives permission within 2 business days, the tenant may change them, using locks of similar or better quality. When the person posing the threat lives in the unit, the request has to come with a protective order under chapter 209A or 258E, or a court or law enforcement record.
