Three-deckers are a defining part of Worcester's housing. A 1988 National Register nomination estimated that more than 6,000 were built in the city between 1880 and 1930, and that more than 4,200 still stood. Each holds three flats on separate floors that open off shared front and rear stairwells.

By 1890, three-deckers clustered on the west slope of Grafton Hill, on Vernon Hill off Millbury Street, in the Belmont Street area, in Piedmont, and in Main South and University Park. Later building reached Bloomingdale, Columbus Park, the Indian Lake area and southern Greendale.

What this means for locks:

• Shared front and rear stairwells plus a door for each flat mean one lost key can involve several locks.
• The nomination notes that many porches were later enclosed, which can hide the original entry.
• Where an owner lives on one floor and rents the others, rekeying a shared entry affects every household.

Rental rules worth knowing

The State Sanitary Code, 105 CMR 410.270, requires an operating lock on every exterior door and a securable entry door for every unit. A self-closing, automatically locking main entry is required only in buildings with more than three units, so it does not reach a standard three-decker.

Chapter 9, § 18 of Worcester's Revised Ordinances requires owners to register rented property with the Department of Inspectional Services. It covers non-owner-occupied single-family homes, other rental dwellings and rented commercial space. Two- and three-family houses where the owner lives in one unit are exempt.

Chapter 9, § 19 calls for non-owner-occupied rental units to be inspected under the State Sanitary Code at least every five years. The department's landlord guide says inspectors check that every unit has lockable doors in good working order and that required exit doors open without keys, special knowledge or effort. Downtown and mill buildings

Downtown's CitySquare project, on the site of the former Worcester Galleria, includes the Unum office building, the 168-room AC Hotel, apartments at 145 Front Street and the 640,000-square-foot Mercantile Center. South of downtown, the Crompton Loom Works at Green and Harrison streets dates in part to 1860 and has been adapted to other uses. In buildings like these, ask management whether a door belongs to your space or to the building before arranging lock work.

Car trouble in Worcester

Chapter 13, § 43 of the Revised Ordinances sets the winter parking ban. Under a declared ban, parking is barred on the even-numbered side of most streets and on both sides of listed arterial streets.

The city also describes a permanent ban, December 1 through April 30, on emergency arteries, WRTA bus routes and other streets critical to traffic, with no parking on one or both sides from 2 a.m. to 6 a.m. Violating vehicles are ticketed and towed at the owner's expense, and the city's Winter Parking Ban Viewer map shows each street's rules. If you are locked out on a ban street, sort it out before the ban hour; a towed car must be retrieved before anyone can work on it.
