The Cleveland Landmarks Commission lists 29 local historic districts, among them Ohio City, Brooklyn Centre, Little Italy and Tremont.

Tremont is an industrial and residential neighborhood on the near west side, bounded by the Cuyahoga River on the east and north and West 25th Street on the west. The Encyclopedia of Cleveland History says that by the 1980s, 68 percent of its housing had been built before 1900, and that since the early 1990s hundreds of new homes have been built and an equal number renovated.

So door hardware can differ a lot from one Tremont house to the next. When an older door's lock is worn or its keys are lost, lock repair or rekeying can keep the existing hardware in place, which also matters in a historic district.

Businesses and buildings

The Warehouse District is an eight-block area north and west of Superior Avenue and West 3rd Street. Most of its buildings date from the 1870s and 1880s, when the area housed wholesale grocers and dry goods and tool suppliers. The city named it a Cleveland Landmark District in 1982, and beginning in the 1980s many buildings were rehabilitated for uses ranging from residential lofts to professional offices.

Car trouble in Cleveland

The city's street parking page says paid parking is enforced downtown Monday to Saturday, 7 a.m. to 10 p.m., and in neighborhood meter areas Monday to Friday, 7 a.m. to 8 p.m. Downtown meters are not enforced on Sundays except in special-event zones, which activate two hours before an event. The rules are in Chapter 451 and Section 453.01 of the Codified Ordinances.

Local rules worth knowing

Landmark districts. Section 161.05 of the Codified Ordinances says no one owning, renting or occupying a designated landmark, or property in a designated landmark district, may make an environmental change without a certificate of appropriateness from the Landmarks Commission. Section 161.02 defines an environmental change as any alteration, demolition, removal or construction. Section 161.07 does not prevent ordinary maintenance or repair of an exterior feature that leaves its design and outer appearance unchanged. The commission's design review page says changes or replacements to windows and egress doors are not considered interior work and need review. If you plan to replace an exterior door or its original hardware on a designated property, check with the commission's office first.

Rental registration. Section 365.02 requires owners of non-owner-occupied residential units to register each unit every year. The city's Local Agent in Charge form, issued under that section, says the agent must live in Cuyahoga County or a contiguous county. The rental registration page adds that units built before 1978 need a Lead Safe Certificate. Between tenants, lock rekeying retires the previous occupant's keys.
