Historic districts and exterior doors

Over-the-Rhine is among the largest and most intact urban historic districts in the United States. Most of its ornate brick buildings were put up by German immigrants between 1865 and the 1880s.

Cincinnati's Historic Conservation Office issues a Certificate of Appropriateness (COA) to approve work on local landmarks and on properties in local historic districts. The office generally reviews only exterior work, and work that is exempt from a building permit still needs a COA. Staff approve minor alterations; the Historic Conservation Board reviews major ones.

Over-the-Rhine is one of those local districts. Its conservation guidelines, adopted by Ordinance No. 195-2003 and amended in 2023, ask owners to repair original doors rather than replace them whenever possible, and to match a needed replacement to the original in material, size and style as closely as possible.

Rekeying an existing lock leaves the outside of the door unchanged. A new front door or storm door changes the exterior, so on a landmark or in a local historic district, check with the office first and ask about visible hardware too.

Storefronts in Over-the-Rhine

The Over-the-Rhine Historic District was added to the National Register of Historic Places on May 17, 1983. Its local guidelines ask owners not to cover or remove transoms, original doors and similar storefront details, and call roll-down shutters and metal bar systems on a building's exterior not appropriate. The Residential Rental Inspection program under Section 1127-07 is active in seven neighborhoods: Avondale, Clifton-Fairview-University Heights, College Hill, East Price Hill, Madisonville, West Price Hill and Westwood. The owner of a rental there with unresolved code violations, delinquent property tax bills, a history of health or safety violations, or similar problems must apply for a Residential Rental Inspection Certificate, and the property is inspected. The department's pre-inspection guide lists these door and window items:

• Missing or defective locks, latches and doorknobs are listed violations.
• All dwelling unit doors must be tight fitted and have locking devices.
• Windows within 10 feet vertically above grade, or within 6 feet horizontally of an accessible surface, need locking devices.
• Latches, bars or grilles on a window required for egress or ventilation must open or come off from inside without a key, tool, excessive force or special knowledge. Housing Code Section 1117-11.7 requires an operable, unobstructed escape window or exterior door for each sleeping room below the fourth story.
• Required fire doors must self-close and self-latch. The guide tells owners to confiscate wedges and other hold-open devices.
