• Old West End: Victorian and Arts and Crafts houses on the National Register of Historic Places, and a city historic district with its own commission. For a failing original lock, ask about lock repair; read the rules below before changing a door.
• Vistula and Westmoreland: Vistula, Toledo's first neighborhood, is part of the North River area; Westmoreland, on the west side, is also on the National Register. Both come under the Toledo City Historic District Commission.
• Library Village: a historic north-west neighborhood with smaller homes than some other historic areas, outside the three districts named on the city's certificate application.
• Point Place: a north-side neighborhood surrounded by Maumee Bay, the Maumee River and the Ottawa River, and prone to flooding before its dikes were built.

• Warehouse District: immediately south of downtown, roughly bordered by Swan Creek, Monroe Street, Ontario Street, the Anthony Wayne Trail and I-75. In-use warehouses sit beside lofts, restaurants, art studios and venues, so say whether the problem is the street entry or your unit door.

Car trouble in Toledo

• Snow emergency routes: in extreme weather the city's Safety Director may ban parking on TARTA bus routes and snow emergency routes, so police can ticket and tow vehicles left there. The city says an emergency is possible in a Stage 3 storm (3 to 5 inches, or drifting) and will be declared in Stage 4 (over 5 inches with blizzard conditions).
• Side streets: residential streets are plowed only when a Stage 3 storm brings more than 3 inches. Clear the driver's door and lock before trying the key.
• Downtown garages: ParkSmart, downtown Toledo's public parking system, lists the Port Lawrence, Superior and Vistula garages and One Government Center. For a car lockout there, note the garage and level.

Local rules worth knowing

• Historic districts: the city's Certificate of Appropriateness application, citing Toledo Municipal Code 1103.0306, says any exterior work, including repairs, on any property in the Old West End, Vistula or Westmoreland Historic District needs a certificate before work begins, plus a building permit. Plan Commission staff will discuss whether a certificate is required.
• Door replacement: the application asks for photos of each deteriorated door, dimensions of the new doors and the existing openings, and a written explanation of how the work complies with the Secretary of the Interior's Standards for Rehabilitation. Work without a certificate brings a stop work order and removal of the improvements.
• Lead-safe rentals: the city says that under the Lead Safe Toledo ordinance (Toledo Municipal Code Chapter 1760), rentals with 1 to 4 units built before 1978 need a valid Lead-Safe Certificate before they are rented or re-rented. That turnover is also a natural point to rekey.
