Why rekeying comes up in Eugene

Rekeying resets the pins in an existing cylinder so old keys stop working, while the lock body and door stay in place. In Eugene the need tracks how often homes change hands: renters occupy 51.8 percent of the city's occupied homes, against 36.9 percent statewide, in 2024 Census Bureau estimates. Each move can leave copies with the last tenant, their guests and past contractors, and nobody can say how many. A rekey between tenants, or right after buying a home, settles the question.

Rules that touch keys

Two parts of Oregon's Residential Landlord and Tenant Act come up around a rekey:

• Lost keys. Under ORS 90.302(7)(c), the statute's limits on landlord fees do not apply to the cost of replacing a key the tenant lost.
• Safety lock changes. A tenant who is a victim of domestic violence, sexual assault, bias crime or stalking can ask for new locks under ORS 90.459 without first providing verification. The landlord changes them promptly at the tenant's expense or lets the tenant do it; if the landlord does not act promptly, the tenant may change them and must give the landlord a key. If the person the tenant fears lives in the same unit, a court order requiring that person to move out comes first.

Eugene adds its own Rental Housing Code, EC 8.405 through 8.440, for rentals inside city limits. River Road and Santa Clara lie inside the urban growth boundary but mostly outside those limits, and the city notes that a Eugene mailing address does not by itself place a property inside them.
