Parking rules keep running during a lockout

A car you cannot get into is a car you cannot move, and Eugene's parking rules apply either way. Where the car sits decides which of them you are up against while you wait.

• Metered downtown blocks. Meters operate Monday through Saturday, 7 a.m. to 6 p.m. A Saturday-afternoon lockout falls inside those hours; on a Sunday or after 6 p.m. the meter itself is not running.
• Time-limited blocks without meters. When the posted limit runs out, the rule is to move at least two blocks and stay off that block until after midnight. A car you are locked out of cannot be moved, so note the time you parked and include it in your request.
• Zone J. Near campus, fines in Zone J double during designated Matthew Knight Arena events, so on an event day a car stuck on a Zone J block risks the higher fine.
• The Parcade and Overpark. These downtown garages switch to Event Mode starting two hours before Hult Center showtimes. If your car is inside on a show night, say which garage and which level.

When a child or pet is inside

If a child or a pet is locked in the car, call 911 first rather than waiting for a locksmith. A closed car can become dangerous on a sunny day. Tell the dispatcher the garage name and level, or the block and nearest cross street, so responders can find it.

What to send

For a car lockout request:

1. The location: garage name and level, or the block, nearest cross street and parking zone.
2. Make, model, year and color, and the plate if you know it.
3. Where the keys are: in the ignition, on a seat, in the trunk, or unknown.
4. What kind of space it is, and when the time or meter runs out.
