Neighborhoods and older homes

Bend recognizes 13 neighborhood districts, from Awbrey Butte in the northwest and Summit West along Shevlin Park Road to Mountain View and Boyd Acres in the northeast and Larkspur and the Old Farm District in the southeast. River West follows the Deschutes River, Southern Crossing spans it in central Bend, and Old Bend takes in the south-central business core.

The Drake Park Neighborhood Historic District, bounded by Riverside Boulevard, Tumalo Avenue, Broadway Street and Franklin Avenue, was listed on the National Register of Historic Places in 2005. All but three of its homes were built between 1910 and 1954; most from the 1910s are Craftsman style, with later Tudor, Cape Cod and Dutch Colonial designs. On a door that old, ask whether the original hardware can be kept with a lock repair before the door is cut for a new lockset.

Bend allows up to two accessory dwelling units, each 800 square feet or less, on a residential lot with a single-unit home, townhome or manufactured home. One lot can hold three dwellings, so decide which keys should open which door before a lock rekeying.

Businesses, gates and Knox boxes

Bend Fire & Rescue asks that buildings and suites with sprinkler or commercial alarm systems have a rapid entry system, and it uses the KNOX-BOX system as its approved one. Two local details:

• Keys for Bend are different from those used in other Central Oregon communities, so a box, padlock or key switch is ordered under Bend Fire.
• Knox padlocks or key switches are required on locking gates at both commercial and residential properties.

Oregon Fire Code section 506.2 says that when a lock is changed or rekeyed, the building operator must immediately notify the fire code official and provide the new key for the key box. Parking districts and car lockouts

The Downtown Parking District manages spaces to encourage turnover, and Bend Patrol Services is the security contractor for the Centennial Garage. In city parking districts such as Old Bend, residents get priority permits and only residential permit holders can get guest passes. If a visitor's car is stuck near a host's home while waiting on a car key replacement, the host's guest pass can help.

The McKay Parking District covers the area around McKay Park and The Pavilion. Old Mill District parking is not managed by the city; its more than 1,400 spaces are in lots off Bond Street, Columbia Street and SW Bluff Drive. For a car lockout there, name the lot.

Short-term rentals

Bend requires a land use permit for short-term rentals, except in Deschutes Landing, parts of The Courtyards at Broken Top and Mt Bachelor Village (Bend Development Code 3.6.500), plus an annual operating license (Bend Code chapter 7.16). Owners must give neighbors within 250 feet a letter or posted sign naming an emergency contact with a phone number. A guest locked out of a rental can start with that contact.
