Whiteaker, northwest of downtown, is primarily a working-class neighborhood. It saw a rise in apartment construction in the early 1980s, along with the loss of single-family homes, and it includes several communal apartment buildings. River Road and Santa Clara, in the northwest, sit inside Eugene's urban growth boundary but mostly outside city limits. The city notes that a Eugene mailing address does not by itself place a property inside city limits.

Downtown pairs the Parcade and Overpark garages with the Hult Center for the Performing Arts. A car lockout in Eugene can happen on a timed street or in a downtown garage, and parking rules keep running while you wait:

• Downtown meters operate 7 a.m. to 6 p.m., Monday through Saturday.
• In non-metered time-limited zones, once you reach the limit you must move at least two blocks away and cannot return to that block until after midnight. A car you are locked out of cannot be moved.
