Wet winters and Eugene's locks

Eugene sits in the Willamette Valley on the wet side of the Cascades. NOAA's 2022 climate summary for Oregon describes the mountains blocking the flow of moisture, and notes that most areas receive the bulk of their precipitation in the winter months. For a door, a long rainy season can mean water in the keyway, wood that swells in its frame, and latch springs that corrode. Symptoms build as the season goes on: a key that drags, a deadbolt that only throws if you push on the door, a latch that sticks halfway.

Much of the hardware is old, too. With 45.1 percent of the city's homes built between 1940 and 1979, many locks have decades of wear on their springs, spindles and set screws. Worn parts can often be replaced individually, keeping a matching set intact.

An end-of-winter check catches most problems early:

1. Turn each exterior key slowly and feel for drag or grit.
2. Close the door and throw the deadbolt without pressing on the door. If it binds, the door or strike has shifted out of line, and the lock itself may be fine.
3. Treat a dragging cylinder with a dry lock lubricant rather than oil, which holds dirt.
4. Tighten loose knob and lever screws before they strip.

When a rental lock will not work

Eugene's Rental Housing Code sets a security standard in EC 8.425(5): locks on doors and windows leading into a dwelling unit must be maintained so they restrict access. The city's process starts with written notice to the owner or manager, with a copy kept. EC 8.430 allows 10 days for a response, or 48 hours for essential services, a category that includes locks for exterior doors under EC 8.415. With no response, a tenant can file a complaint with the city online or by fillable PDF; complaints cannot be anonymous and must include a copy of the notice.
