Chattanooga has four local historic districts, reviewed by the Chattanooga Historic Zoning Commission: St. Elmo, Fort Wood, Ferger Place and Battery Place.

St. Elmo sits at the foot of Lookout Mountain. Its oldest houses, from the 1880s and 1890s, stand along St. Elmo, Alabama and Tennessee Avenues, followed by hundreds of Craftsman bungalows in the 1910s and 1920s. Many houses were subdivided into apartments during the Depression and World War II, and in much of the district cars reach houses from rear alleys.

Fort Wood sits on a hillside next to the University of Tennessee at Chattanooga, with Queen Anne, Colonial Revival and Tudor Revival houses on Vine, Oak and Fort Wood streets, plus fraternity houses and apartment complexes. Where keys pass among many residents, lock rekeying retires old keys without new hardware.

Battery Place is about 20 residential properties on the bluff above the Tennessee River, part of Bluff View until the Veterans Bridge split the area. It has two condominium complexes from about 1980.

Businesses and buildings

St. Elmo's commercial area grew up beside the station of a Lookout Mountain incline that began regular service in 1888. By 1915 it was a row of one- and two-story brick buildings with large display windows over low bulkheads. For storefront entrances, the district guidelines prefer wood doors; dark or bronze anodized metal with a wide stile may substitute, but raw aluminum is never appropriate. That narrows the options for commercial locksmith work on a storefront door.

Car trouble in Chattanooga

Under City Code Sec. 24-337(a), the Chattanooga Parking Authority may boot a vehicle with three or more parking citations delinquent over 60 days and not under appeal. The owner pays the outstanding fees plus a $75 boot fee, receives a six-digit release code by email, enters it on the boot's keypad and returns the boot within 24 hours to the Authority's Market Street office or CARTA's Northshore Garage on Frazier Avenue. After 48 hours booted, a car can be towed. A boot is a payment problem, not a lock problem.

Private lots fall under Ordinance No. 14347 (City Code Chapter 24, Division 10), passed April 14, 2026. Under Sec. 24-514, booting requires a Parking Authority license, and a car may be booted only on a commercial parking lot or contracted property, with a self-releasing boot and signs at each designated entrance and exit. Removal may cost no more than the delinquent parking fees plus $75, and nothing for a driver who paid to park and was booted improperly.

Local rules worth knowing

Exterior changes in a local historic district need a Certificate of Appropriateness, though the St. Elmo guidelines exempt routine maintenance and interior changes. Their Section 8 says new doors should not replace historic front doors or street-visible side doors, and allows a front security door only in a full-view design without ornate grillwork. The Fort Wood guidelines, Section 4.3, ask owners to reuse original hardware and locks and to avoid grated security doors that obscure the original door.
