Homes and locks in Idaho Falls

The Original Townsite of Eagle Rock, platted as Winn's Addition, includes Lava and Basalt streets near Cliff Street; most first residents lived in modest gable-front frame houses. After 1900, many better-off residents moved to the lettered streets north of town and the numbered streets east.

The Ridge Avenue Historic District, east of the railroad, grew from a building boom that began in 1896 and ran about 25 years. The first homes were stone and basalt, later ones wood siding and pressed brick. At 478 North Water Avenue, the second-floor room was originally reached only by an exterior stair. In a house split into units, say which entrance is yours.

The numbered streets, the city's first planned neighborhood, lie between South Boulevard and Holmes Avenue. In their Eleventh Street Historic District, Craftsman bungalows are the most common style, most built from 1905 to 1921. Some detached double-bay garages there were built on the property line to be shared by neighbors, so name your bay. On a century-old door, lock rekeying can change which key works while keeping the existing lock.

Downtown buildings

City Code Section 9-4-21 defines downtown, for parking, as the area bounded by Memorial Drive and Capital Avenue, Cliff Street, Yellowstone Avenue and D Street. Stone buildings once dominated it; attorney Herman J. Hasbrouck's 1895 office on Park Avenue is the finest remaining example, per the Ridge Avenue tour. For a door set in masonry, ask about lock repair first.

Winter parking and your car

Title 9, Chapter 5 of the City Code sets snow parking rules from November 14 through March 15. Under Section 9-5-4, some apply all season:

• Arterial and collector streets signed "No Parking Any Time": no parking at any time.
• Listed stretches of 19th Street, Milligan Road, Pier View Drive, River Parkway and Rollandet Avenue: no parking 8 p.m. to 8 a.m.
• Downtown, extended north to G Street in this chapter: no parking midnight to 8 a.m., north-south streets on even days, east-west on odd days.

Others start with a snow event, more than two inches on the roadway as posted by the city. Zone A, bounded by Holmes Avenue, 17th Street, Pancheri Drive, the Snake River, Elva Street, the railroad and 1st Street, follows the same even and odd pattern from 8 a.m. to 5 p.m. Zone B, the rest of the city, bars parking from midnight on the snow event day. Both end when the Street Superintendent deems removal complete. Section 9-5-6 lets police have a car in violation towed and stored without prior notice to the owner.

City vehicle rules

Chapter 4 of Title 9 adds:

• Section 9-4-7 makes it an infraction to leave a vehicle without stopping the engine, locking the ignition and removing the key.
• Section 9-4-26 limits an operable vehicle to 48 consecutive hours in the same location on a street or alley, and Section 9-4-27 gives a disabled or inoperable one 24.
• Under Section 9-4-21, on downtown blocks signed "Block Parking," once the limit runs out a car may not park again within 500 feet on that block for 12 hours.
