Ogden's East Central planning area runs from downtown to Harrison Boulevard, between the bluff above the Ogden River and 30th Street. It was the city's original residential area, and the plan counts more than 800 1920s bungalows, about 36% of its buildings.

Jefferson Avenue between 25th and 27th streets has Victorian homes, and the Eccles district, between 25th and 26th streets and Van Buren and Jackson avenues, is known for Prairie style houses. Both are on the Ogden City Register of Historic Places, where the Landmarks Commission must review repairs that alter existing features or change their materials, so ask the city's preservation planner before replacing an original door.

After World War II, many older homes were divided into apartments, and apartment buildings followed from the 1960s to 1980s. Some, especially in the Jefferson district, are returning to their original density. Mount Ogden, from 26th to 36th streets between Harrison Boulevard and the foothills, was built in layers: 1920s and 1930s brick Tudors and bungalows near 26th to 28th streets, mostly with detached rear garages, then 1950s and 1960s ranch homes with attached two-car garages, largely south of 30th Street. Along 36th Street near Weber State University, many houses are rented to students, often several at once.

West Ogden, west of downtown and the rail yard, grew from the Brooklyn and River Park additions, recorded in 1890, as working-class housing near the rail yards and stockyards. Most homes are single-story: small 1930s and 1940s houses with rear garages, a few World War II "basement homes" and, from 1990 to 2013, mostly manufactured homes on permanent foundations.

The Central Business District plan defines downtown as 20th to 27th streets, from the railroad tracks east to Adams Avenue. Historic 25th Street is known for architecture from Ogden's early years and has specialty shops and galleries. Car trouble in Ogden

Ogden's Snow Removal Requirement Ordinance (10-5-21) bars street parking while it is snowing, when snow removal is apparent or imminent, or when snow or ice has accumulated an inch or more. A vehicle snowbound on the street for more than 48 hours may be treated as abandoned and towed.
