Homes and locks in Provo

Provo is a renters' city. Its 2023 General Plan reports that 59% of occupied housing units are rented, while housing in Utah County as a whole leans toward ownership. More than 40% of residents are students, and the population rises in August when they return and drops near the end of April, so many keys change hands at both ends of the school year.

In the Central District, Franklin, bordered by Center Street, I-15, 600 South and Freedom Boulevard, holds some of the earliest settled areas of Provo and Utah County. More than 41% of its residential buildings were built before 1940. The city's Franklin plan describes single-family conversions under earlier zoning and accessory apartments allowed in most of the neighborhood's residential zones. A converted house or accessory apartment may have a shared outside door plus a separate unit door, and each needs its own key plan when a tenant leaves.

Newer housing sits at the edges. The plan notes significant residential development west of I-15, in Northwest District neighborhoods such as Grandview North, Rivergrove and Brickyard, and in the eastern foothills, where the 5,200-foot elevation is treated as the approximate edge of urban development. After buying a newer home, lock rekeying retires keys held by the builder or previous owner.

Businesses and buildings

The General Plan cites the Jamestown office park on North University Avenue, the historic downtown and the Riverwoods Research and Business Park for their design, and noted Rocky Mountain University and Noorda Medical College locating campuses in East Bay. With historic downtown buildings and new campuses side by side, a commercial locksmith request should describe the building and the door hardware.

Car trouble in Provo

Downtown has more than 10,000 parking spaces, and the city suggests parking garages for stays longer than two hours. If a lost key strands a car on a city street, keep Provo City Code 9.31.050 in mind: a vehicle left in the same place on a street for 72 hours without moving at least 400 feet is declared a nuisance and may be towed at a police officer's direction.

Some neighborhoods are permit parking areas. A residential permit requires owning a home there or renting a unit with a valid rental dwelling license, and residents of the Arlington, Belmont, Highland Park and King Henry apartments are not eligible. If a car key replacement will take time, plan where the car can legally wait.

Local rules worth knowing

Rental dwelling licenses. Under Provo City Code Chapter 6.26, anyone owning, operating or maintaining a rental dwelling in Provo needs a rental dwelling license; short-term rentals need a commercial business license instead.

BYU contracted housing. A university standard, not a city ordinance: BYU requires single undergraduates to spend their first two semesters on campus, in off-campus contracted housing or with qualifying family. Its Off-Campus Housing Handbook (December 2022) requires contracted units to have:

• A deadbolt or deadlocking latch on the exterior door, operating by key from outside and without a key from inside.
• A way to see a person at the door without fully opening it.
• A key or entry device for each student.
• Changed locks when a key is lost, and removed clearances for a lost card or fob.
