Salt Lake City has nine local historic districts: The Avenues, Capitol Hill, Central City, City Creek/Memory Grove, Exchange Place, South Temple, University, Westmoreland Place and Yalecrest, which takes in smaller areas such as Normandie Circle, Harvard Park and Douglas Park. In all of them, exterior changes are subject to local design review.

The Avenues became a local historic district in 1978. Its homes date from the late 1860s onward, including more than a hundred architect-designed houses in styles from Queen Anne to Prairie. Blocks were first laid out with four lots each, and many lots were later subdivided, so one block can hold houses built decades apart. When you ask about a lock there, say how old the house is and whether the entry door looks original.

The Exchange Place district, built around a narrow one-block street, sits along South Main Street between 300 and 400 South and also became a local historic district in 1978. Its ten closely grouped buildings went up between 1903 and 1917 with protected steel frames and masonry construction considered fireproof. The twelve-story Boston and Newhouse Buildings were considered Utah's first skyscrapers.

Parking and car keys in Salt Lake City

Salt Lake City Code 12.56.520 bars parking a vehicle on any street for longer than 48 hours, and the city says moving to another spot on the same side of the street does not reset that timer. For snow, the city asks drivers to stay off the street during a storm and for up to 36 hours after it, and to park close to the curb.

A locked-out car may sit on the street while that time runs. When you request help with a car lockout or car key replacement, say whether the car is on the street, how long it has been there, and whether snow is falling.

Local rules worth knowing

Historic districts. Section 21A.34.020 of the Salt Lake City Zoning Ordinance sets the standards for locally designated historic properties. All exterior work on those properties, except paint color and minor maintenance, needs a Certificate of Appropriateness before it starts, and the city has a minor-alteration application for windows and doors. Staff approve applications that meet the criteria; more complex projects go to the Historic Landmark Commission. Rekeying changes the pins inside an existing cylinder and leaves the door and visible hardware in place. Replacing a door or its visible hardware is worth raising with city planning staff first.

Rental owners. Chapter 5.15 of the Salt Lake City Code sets up the Landlord/Tenant Initiative, a voluntary "good landlord program" that reduces the disproportionate rental fee for owners who qualify. Under section 5.15.020, an owner or agent completes a four-hour training program, repeated every three years unless exempt, and signs a management agreement with the city. Section 5.15.030 requires that agreement to specify crime-reduction measures approved by the mayor, and section 5.15.040 has the training cover crime prevention through environmental design.
