Why old keys stay in play here

New construction. By 2024 Census estimates, 53.8 percent of Nampa's homes sit in buildings from 2000 or later. A house that new may have passed through builders, several trades and earlier owners, and each may have held a copy. Rekeying resets each cylinder to a new key, so every earlier key stops working and the hardware stays on the door.

Turnover. The city's 2009 University District plan recorded a student mobility rate above 50 percent at the schools serving the district, against about 21 percent across the Nampa School District. Where households change that often, a new lease can start while keys from several earlier households are still out there.

Renters, landlords and the move-in checklist

Renters are about 28.3 percent of Idaho households. The state Attorney General's Landlord and Tenant Manual (July 2026) puts door locks and knobs, and window latches and locks, on its move-in and move-out checklist. Move-in is the moment to note each lock's condition and to ask, in writing, whether the cylinders were rekeyed after the last tenant.

A tenant's right to sue under Idaho Code 6-320(a) is tied to a list that covers weather protection, plumbing and heating, hazardous conditions and smoke detectors. Locks and keys do not appear on it, so who arranges a rekey, and when, is worth settling in the lease. The manual says a lease should set out when the landlord may enter, so read yours before changing a lock on your own. A landlord who rekeys between leases keeps the hardware and gives the next tenant keys that no former tenant holds. This is general information, not legal advice.

Getting the request right

Whether one key can open every door depends on the locks already fitted: sets from one maker can often share a keyway, while mixed brands may not. Include:

• The number of exterior doors, plus a garage entry, side gate or shed
• Whether you want one key for everything, and how many copies
• The brand name on each lock face, if you can read it
• For a rental, whether the landlord needs a copy
